You have 60 days from the time the listing ended to leave feedback for the transaction.

Did you fund payment with a credit card. Call # on reverse of card and request a chargeback.

Check the feedback forum at bottom of this page. If there, feedback can be left , otherwise, no.

Do not leave transactions unresolved beyond 43 days.

I take it you didn't file an item not received dispute within that 45 day deadline.

Leave the appropriate feedback before the deadline on that expires too.
