Import Charges ?

Here is a listing, #390630443059. Ther is the import charge in addition to shipping and ???  My question is who gets this import charge. Is it the seller? Is it eBay? Is is paypal? Or, is the money going to Canada Customs to pay for import DUTIES?

I want to know why only listings from the US to Canada.

I do not see this import charge if item is from, say Japan to Canada. etc etc.

The portion of the charges representing duty (if applicable) and taxes (GST/HST/PST) goes to the Government of Canada.

The portion representing service charge goes to Pitney Bowes.

Because the current program applies only on eBay.com for American sellers shipping outside the USA.

Duty (if applicable), taxes (GST/HST/PST) and brokerage fee ($9.95 at Canada Post) are charged at time of receiving the item after clearing Canada Customs.
