Same thing happened to me. the buyer kept saying give me time and ill refund you. turns out they were killing time to pass the 30 day dispute resolution ebay policy. and i fell for it and ebay and paypal didnt do anything about it.

ladygenuine ; So now you go to Step Two.
Go to the credit card you actually paid with (Paypal is just a mediator) phone the 1-800 number on the card and ask their Customer Service about a chargeback.
The clerk will need dates, payment amounts, transaction numbers to properly process your refund.
