Newbie can't ship to US -

I have a friend who is new to Ebay.ca  - she only has 2 transactions as a buyer but wants to sell some bits n bobs.  She can post on the Canadian site - but not the US - will this ever change?   She wants to be able to sell to the US market also.   I've looked but can't find this info for her so I'm asking you

She can list her items on the Canadian site and offer shipping to the US. She should have a firm shipping quote for shipping to the US. She can use calculated shipping or flat rate shipping. Here is a page about selling internationally.
