You have waited far too long to file an item-not-received claim.
Old rules was 45 days to file a claim.
Current rules (if I remember correctly) are:
* Up to 30 days after end of estimated delivery time range if claim is through eBay.
* Up to 180 days (6 months) after payment if claim is through paypal.
