The problem is that eBay would not update the transaction as unpaid, even though the PayPal transaction ID disapears from sale details, such payment is still showing as pending (hour glass) thus preventing opening an unpaid dispute and claiming the fees back.
Anyone found a workaround (beside calling eBay about $10 transaction that I want my fees back from) ?

I had the same problem with a buyer that cancelled payment. She did email me about a week after and asked for a new invoice that I had to send via paypal. Once her e-check cleared I had to manually change the status to paid.
Not sure what I would have done if the buyer hadn't decided to pay for the item.
Have you tried using live chat, they may prove useful for once and be able to help you.
I sent this buyer payment reminder and he send new payment. I had another buyer with same issue 2 weeks ago, he ignored my request. I would post his ID but Jerri from eBay Moderation Team might get too excited.
The problem with live-chat is that you sped 20-30min on it. If sale was $10, FV fees are $1 if you are TRS, then your effective payout for this task is $2/hr. Cheaper to let go, say it's tip for Jerri to keep us safe here.
