Your Purchase History stops after 60 days.
You can check on your past purchases by looking at your Paypal account and seeing what you purchased, from whom, when and for how much.
EBay and Paypal restrict disputes about transactions to 45 days after purchase.
It is a good idea to keep notes on purchases so you don't miss those dates. Personally, since I don't buy much, I use my Feedback Page. I don't leave FB until I have received the item, and the date of purchase is on the Leave Feedback notice.
In future;
After 20 days, ask your seller for the date of shipping, the service used and the confirmation of delivery number. The last is not likely to be available, but it will make your seller pay attention.
If nothing appears by Day 40, start an Item Not Received dispute. The seller will have to either prove delivery or refund you.
When you make a PP payment, draw the money from a credit card, not your bank account.
For your current problem:
If you back your Paypal account with a credit card, go to the customer service number and ask about a chargeback.
