If a seller offers to refund my money on receipt of an item, how do I make that offer binding through paypal?

That sounds strange to me .. I sure wouldn't give you a refund when you receive your item .. Now if you didn't receive I would ...
If they have tracking check it out makes sure it's all good ...
If not do not wait more then 44 days to file item not received case because bad sellers will try and stall and delay you filing a case till after 45 days so you get screwed out of money and product ..
Protect yourself but you can't make something like that binding through anything so just protect yourself by filing claim no later then 44 days after payment because on the 45th day your will be out your product any money

I was refering to refund on receipt back of the item, as in when it gets back to him.

Well If the item was not as described file the case witin 44days of payment to protect yourself

Seriously, if you are just going to give stock answers, you don't need to answer the question.
Anyway, I figured out the answer for myself. Basically, when I opened the dispute, the funds were held until the dispute is closed. Any agreement between myself and the seller within the dispute is binding, so if the seller refuses to live up to his end of the refund agreement, I can escalate then, and paypal will take care of it.

Not being new to forumns, I realize that have broken one of many unspoken rules. Furthermore, my queries in this post did not give enough information to ilicite more than the responses given. I therefore offer an unreserved appology to brandeentertainment for my undeserved and disrespectful remark.
