I had a seller that was trying to get me to do the transactions for my purchases outside of eBay and then cancel the eBay purchases to avoid paying any fees. That just raised red flags all over the place for me. I reported it to eBay but now I am curious on what happens to my purchases? Will eBay cancel them so I don't recieve an unpaid item strike?

How did he 'cancel' the transaction?
If he asked for a Mutual Cancellation, and you refused,the transaction remains live. The fees are still payable. You can leave appropriate feedback and the more important Detailed Seller Ratings. The lowest Rating is ONE Star.

There is a new cancellation system, which none of the usual posters has yet used, so I don't know how it works. But the bottom line seems to be that the cancellation (by either the buyer or the seller) ends the transaction and no UID can be opened.

For your Report, all eBay will seem to do is send you a polite thank you email. This does not mean they are ignoring your Report, only that their lawyers have told them to keep schtum about their actions on these.

He wants to completely move the transaction outside of eBay. Pay for it outside of eBay etc. Once I have paid, he said he would request the cancellation of the items on eBay in order to not pay any eBay fees. EBay would not even know it was payed for or anything. This would also put me outside the buyer protection program. I reported it to eBay but I am curious on "what now?" In regards to the still active listings I won with this seller.

Buying from an ebay seller outside ebay? I'm sure it happens, don't have a solid data to back it up but if a seller is fully trusted by the buyer, why not .
I'm curious, how did the seller approach you to do the deal outside ebay?

If you pay by Paypal you have just as much Buyer Protection as you would through eBay. And a longer (180 day) dispute period.
And if you are sensible enough to back your PP account with a credit card, you also have the protection of their chargeback policy.
Meanwhile, he makes his eBay customers wary of his honesty, puts his eBay account which he is using to attract customers at risk, and asks his customers to do extra work for nothing that benefits them.
The average IQ is 100. Guess which side this nitwit falls on.

And he also gets a Defect on his selling policy for the cancelled sale.
