Shipping to wrong address how is this normally handled?

Hi I am pretty new here and have a question it feels silly to ask but I really want to know. So currently I have 3 shipments from three different sellers, two of the shipments I have received on time and with no problems. However, the last shipment missed its estimated date and after contacting the seller. My item was apparently shipped to a different person and address in Australia, although my shipment details correctly point towards me in Canada. I have checked everything in both my addresses on paypal and ebay both of which are correct since I have never changed/moved it and is very much up to date including my name. Now the seller is offering to send me another one free but then I have to wait for another week or until he receives the item back. I just cannot accept that solution considering I've waited for weeks(free shipping) and now I have to wait even more? it maybe free of charge but the time waiting wasn't, its a bit frustrating since I really needed the item soon for work. Can I ask him to expedite it for free and just skip the whole waiting again part? or is the only solution a refund and try elsewhere? I'm not really sure about much of the rules in this kind of situation and any help is greatly appreciated.

There are no 'rules' when something like this happens as the situation can vary. It will have to be worked out between you and the seller  Where is the seller located? If they are overseas or even in the U.S., it is unlikely that they would pay to expedite the order as it would probably be very expensive.  If they are in Canada, you could ask if they would be willing to send it xpresspost but they aren't under obligation to do so.

Does the seller only have one of the item and that's why they have to wait to send it to you? Or, could it just be a stalling tactic?

I think that the fastest solution would be to ask for a refund and try to find something similar from someone else.
