Stamp question again

I have a few stamps that Say in big letter 15 cents but then in smaller letters say +5 beside the 15 so.so are they 15 or 20 cent stamps here is an example of the what I am talking about .. not exactly the same but same concept

The postal value is $0.15 only

The extra $0.05 went to the Olympics fund.

The picture is for 8 cent stamps and the question in text is for 15 cent stamps.

Very confusing question and reply if looking at the picture. I had to reread the two posts a couple of times because it just did not make sense.

The postal value is ALWAYS the first value.

If the stamp reads 8c + 2c, the postal value is $0.08

If the stamp reads 10c + 5c, the postal value is $0.10

etc... etc...

The same applies to all semi-postal stamps from all countries around the world.
