My American seller used that program to ship an item to me in Canada. But it appears that, under this program, the item is first sent to an american address (in this case somewhere in Kentucky), where eBay is in charge of sending it again to Canada, via Canadian customs. I also paid in advance a certain amount for Canadian customs.
As of yesterday, the item is in Kentucky and I cannot track it anymore.
What am I to do?

Hi lordgrumble.. Ebay's Global Shipping Program is new and from a buyer's perspective , little experience to rate at this time...

There will be 2 tracking #'s. One by seller to shipping center , whereever they are located and a second generated by Pitney Bowes when shipped to buyer..
"a "global tracking number" will still be generated once the package is processed at the US shipping center. In such a case, the global tracking number will allow you and your buyer to track package status from the US shipping center to its final international destination and will be emailed to both you and your buyer. This information can also be found on the order details page and in My eBay."
Looking at your listing , a months delivery time doesn't seem to me to be an improvement.
Regardless , PayPal protection is available and any claim for not received should be filed by day 43 from payment date.
Would expect there to be growing pains.
