Endeavouring to reach an ebay Customer Service person on the phone can try the patience of Job, but if you insist on it, then from either the bottom or the top (you pick) of the page you will note the Help & Contact link.
You may have to click around a bit to get a phone number and pass code, as depending what is troubling you most of the options simply take you to the automated Resolution Center.
I find clicking on the "feedback" options works best, and once you get a real human on the phone you can get transferred to whatever department best suits your query.
Otherwise, why not post your question to the boards? There are no ebay reps, just other users like yourself, but no matter what your situation chances are someone has seen or heard of it before.
