What's the protocol for completing "Feedback" - after the item shows as shipped or not until  the customer receives the purchase?

Good sellers leave Feedback when they get paid for the Item.

Good buyers leave feedback after they have received the item

and have inspected it and are happy with it.

If their is a problem with the item then a good buyer contacts the seller and

tries to work the problem out before leaving Feedback.
