Whenever you have the product in hand, know what you want as a price, have worked out the shipping costs and have photographed or scanned the product.
EBay listings show around the world 24/7.
If you are using 7 day auctions like most newbies, and are limiting your sales to North America while you learn the ropes, then keep in mind that 1am in British Columbia is 5:30 am in Newfoundland. Noon in Newfoundland is 6:30 am in BC.
In my experience, in my categories, I don't often get sales from Thursday through Saturday night. So perhaps you should avoid having your auctions end then.
However, since my Fixed Price listings are available worldwide, for 30 days and renew automatically, and I do notice that I get the most sales when an item is newly listed, or just about to end-- even though it will automatically renew.
All of which goes to say, it's a carpshoot.

For fees, assume that you will pay about 20% of your selling price in fees to eBay and PP. You won't be far wrong.
Again, in my opinion, it is not worth listing anything for less than $10.00 unless you are going to sell several of them to every customer (scrapbooking products are one example of a category where enthusiasts buy many cheap products making a substantial payment to the seller.)
There are some fixed fees (for listing options for example). These will be stated a few lines before you click "List my Item" on the listing form.
