USD (USA) prices are always higher than CAD (Canada) prices on Ebay and Paypal when CAD dollar is stronger on international market.

It never changes, always the same thing.

Why ?

For example, these days on international market:

1.00 CAD = 0.985723 USD

And on Ebay and Paypal:

0.96 CAD = 1.00 USD

What is the problem ?

Actually, you have it reversed. The Canadian dollar is worth just under 1 dollar US. The rates you see published are the official exchange rates for customers converting currency in the millions of dollars. The rates you will get from your bank,PayPal and various currency exchange businesses add a conversion fee to the transaction which is in the region of 2 1/2%. You will see Paypal's actual conversion rate applied at the time of the transaction, where you will be told just how many Canadian dollars your US dollar purchase will cost you.
