Why does "Print Shipping Label" link in eBay & PayPal send me to my PayPal Summary page?

I have been purchasing and printing CanadaPost shipping labels for years. Today the "Print Shipping Label" link sends me only to my PayPal summary page. This happens whether I select "Print Shipping Label" from within My eBay.ca or from within PayPal. I need to print a label. Help!

Have you recently upgraded to Windows 10?

Canada Post is also down for the weekend although that does not seem to affect me the last time I checked.
