I currently have a case open with the resolution center for an item I didn't receive and the seller wouldn't refund me. I have since been contacted by the seller asking me to send them money so they can refund me and then again asking that I close the case, give them my account number and they will then refund me. I want to contact the resolution center about this but can't seem to find a link or anything.

I'm afraid that doesn't make much sense to me. The seller is asking you to send them money so they can refund you? That's ridiculous, don't do it. Go to your Purchase History and find the item, then escalate so that ebay steps in.

NEVER close a case before you get a refund. EVER.
I haven't had to use the Resolution Centre in a long time, but I believe after a certain time (4 days?) you can escalate the case to eBay. If the seller didn't send the item with a tracking number and can't prove to eBay that it was delivered (not shipped - DELIVERED), you will receive a refund.
