Try signing into ebay.com  USA and

you will probably get your bill me later.

Think it is only available to the USA.

This is an optional program.

Many sellers don't use it even when it is available to them.

You can pay later by using a credit card through Paypal. You don't have to pay until the cc invoice arrives. You can put off payment even longer if you don't mind paying interest.
