Because eBay has a lot of listing sales, the answer is "sorta".

You are charged various amounts, from zero to possibly $50 or $60, for listing an item. In addition to the basic listing fee you could be charged for options like SubTitle, Designer, Reserves,  Gallery Plus, Buy It Now, and more (http://pages.ebay.ca/help/sell/fees.html)

Many of these optional fees are useless or an actual drawback.

No listing fees are refundable.

These are the basic way eBay makes money.

 

If your item sells you will pay a percentage on the selling price, the shipping cost, and on Paypal fees. PP is a subsidiary of eBay. If the transaction is then cancelled you may get some or all of these fees back. You still would not get the listing fees back.
