Good afternoon.
Please help in opening a dispute for lot 121152932628. The seller still has not sent the item. I guess he will not do it. In the basis of ebay profile seller was removed because of unreliability. I paid the amount 223,50$ for the two lots. I have opened dispute on the second lot, and my request was granted. Refunded the price of 110$ ( lot 121152932972). However, the dispute between the first lot cannot be opened. The system redirects me to the site ebay Canada ( it writes, that I payed to Canada ) and after to paypal. Paypal writes:  "the dispute is open contact on ebay". As a result of the dispute is satisfied only on the part of the payment, that is, on one lot. A vicious circle. As you understand I have payed 223,5$ and get back only 110$. How to get 113,50 I don"t understand, because I can"t open a dispute.  Please help in the opening of dispute  for lot 1211529322628, because unfortunately the seller turned out to be a scammer.

Try going here and refer only to the transaction number on the item you have not recieved a refund for. At this point, the other transaction is complete and no longer important.

But.

How long has it been since you paid? If we are now over the 45 Day deadline Paypal will not consider your dispute.

 

If you backed the PP payment from a credit card, go to the customer service 1-800 number and ask about a chargeback. Again,don't mention the already refunded item, it is not relevant. Have all your transaction numbers, dates, prices etc, handy for the customer service clerk.

Also tell Paypal that the seller is Not A Registered User (NARU) if that description is beside his name.
If the cc clerk is familiar with eBay, she may also recognize the term. If not, let her know that the seller is no longer allowed to buy or sell on eBay because of bad behaviour.
