i bought jeans and i haven't received them and the seller told me shipping was slow which i did hear so i waited but still did not receive them 5 weeks later so she told me she would refund me and i asked when that would be and i still haven't heard back from her. Wondering if its too late to open a case? Thank you

Hi.. PayPal allows 45 days. Do not delay, go to the resolution center in your PayPal account and open an item not received dispute and escalate to a claim.

No need for any further communication with the seller. Do not close for any reason other than the arrival of your item ,as cannot be reopened.

If deadline is missed and payment was funded with a credit card , call the 800# on back and request a chargeback.

In addition, you have 60 days to leave feedback. The most effective feedback is calm and factual.

"Not shipped after 5 weeks. No refund rec'd" (You are not allowed to mention PP or eBay disputes in feedback, btw.)

When you leave feedback you will also be asked to leave Detailed Seller Ratings. The normal Rating is 5 stars, the lowest rating is ONE star. No stars is a free pass.

When a seller drops below 4.3 Stars, her seller account is restricted and is becomes more difficult to list or sell on eBay. This can last for up to a year.
