In order to qualify for paypal seller protection, they have to ship within 7 days from purchase but each listing has a handling time (click on shipping tab) which means the seller really should ship within that time.
If you are referring to the shorts listing, that seller has a handling time of 3 business days. Some sellers may not mark down when an item has been shipped so if you haven't already, you should contact the seller and ask if and when they shipped your item.
