In case you are not aware of it, new sellers selling highly sought after items are frequent targets of scammers. They rely on the fact that most new sellers do not know the rules yet and can be easily pursuaded to do an outside ebay transaction or to send the item without receiving a valid payment.
Ebay is trying to protect you from scammers by limiting the number of items you can sell while you're still new and inexperience. Perhaps if you have some less expensive items to sell, you can sell those while you wait for your limits to increase. Basically ebay wants you to prove to them that you are a reliable seller before the increase your limits.
