To the best of my knowledge the only ones who see your 'followers' are you and them.
You don't want this person bidding on your items?
Go to the Site Map at the bottom of the page.
Go to Seller
Go to Manage Bidders
Add the person to your Blocked Bidder List.
In theory, this person now cannot bid with you, nor can any other accounts he may hold.
This person is sending you unwanted messages?
Report him to eBay as an Unwanted Buyer.
Report him to your (and if possible his) email provider as harrassing.
Remember.
You don't have to answer any emailed message.
You don't have to open any message.
You don't have to respond to anything you don't want to.
You can cancel any bid you don't want.
You don't have to explain to anyone why you cancelled a bid.

There is no way to remove a follower, unfortunately.
Your followers are publically viewable, unless they choose to remain "Private" in which case you won't see their name under "Followers", nor will anyone else.
