i have seen item's that the image and description don't match the item. this happens when there is an item at a high price and seller has put an unrelated item in the option at low price, probably to get at the top of cost list. is there any way to avoid this by searching? if not, i would really like to remove the ability for sellers to have multiple prices for same listing.

You can be part of the solution by Reporting these listings.
All you will see happening is that you get a polite note from eBay thanking you for the Report. But you will have put the seller on eBays's radar.
With enough of these reports (whatever eBay decides 'enough ' is) you may find a seller is suddenly NARU , not a registereduser, kicked off the site.
Since eBay likes police but not vigilantes, don't spend too much time on these reports. If you are Reporting hundreds of listingsyou will get less attention, not more.

<<the image and description don't match the item. ... when there is an item at

Isn't that annoying. Yet with such flagrantly sleazy business standards, I cannot for
the life of me understand why anyone would go on to buy from such a seller at all.
Sellers are not supposed to do that, but ebay will not likely do anything about it.
The best way to deter that kind of behaviour is for everyone to not buy anything at all
from a seller who does it. You will see from the following link that ebay frowns on such
tactics:
http://pages.ebay.ca/help/sell/listing-variations.html#best
Waaaaay down the page on how to list with variations, absolutely last on the page, we see
"don't list a "gloves" variation of a listing for a pair of shoes."
Oh, I so dearly wish ebay would tell the truth. You know, an admonisment that reads like:
"Don't list a small 99-cent part as a 'variation' to all your high priced items".
And considering how far down the page it is, obviously ebay is not too fussed about it.
But if, on the other hand, the seller is managing to pay listing fees only on the 99 cent item
and not the $218 item, ebay would not like that at all, making it worth the minute or two it
would take you to report it.
<<i would really like to remove the ability for sellers to have multiple prices for same listing>>
You and everyone else who buys on ebay. You must either accept that this is the way ebay is,
or find a work-around.
<< is there any way to avoid this by searching?>>
Sure. When you enter some keywords in the Search bar, on the left side of the page
scroll down to Location and choose Canada only or North America.
If you wish to peruse wares a little further, go to the UK & European ebay sites and on the
left side of the page under Location, choose European Union.
I find that is a most excellent way to shop, although I have a hunch you may not be
similarly inclined.
Good luck.
