It may be best to contact the American seller and ask if he is aware of the legality of importing this product into Canada.

The product is available in Canada. It only takes ten seconds on any major search engine to find it.

Ive checked it out and yes, apparently should not be illegal, It is a oil for external topical use only.

Is the seller refusing to ship because he believes it is a banned product?
Did he promptly refund all your payment?
Has he blocked you from bidding again?
While any of these could be a poor business practice, the only important one is the return of any money you paid. Promptly and in full.
You have 60 days to leave feedback. At the same time you will be asked to leave Detailed Seller Ratings. A normal transaction gets 5 stars. The lowest Rating is ONE STAR.
If a seller's ratings drop to 4.3 stars, his ability to list or sell on eBay is greatly restricted.
On the third hand, maybe he is doing you a favour, since this does appear to be a much abused product and dangerous in the wrong hands.
Non muscle-developing methods
Some bodybuilders, particularly at professional level, inject substances such as "site enhancement oil", commonly known as synthol, to mimic the appearance of developed muscle where it may otherwise be disproportionate or lagging. This is known as "fluffing".[43][44] Synthol is 85% oil, 7.5% lidocaine, and 7.5% alcohol.[43] It is not restricted, as it is ostensibly sold for topical use only, and many brands are available on the internet.[45] The use of injected oil to enhance muscle appearance was abandoned in the late 20th century.[citation needed] Its use was revived more recently by bodybuilders.[46][47] Use of synthol can cause pulmonary embolisms, nerve damage, infections, sclerosing lipogranuloma,[48] stroke,[43] and the formation of oil-filled granulomas, cysts or ulcers in the muscle.[47][49][50] Sesame oil is often used, which can cause allergic reactions such as vasculitis.[51] An aesthetic issue is drooping of muscle under gravity.[45] -- Wikipedia.
Also if you think using this will attract girls. It won't.
