My guess is because you bought it cheap from China and that can take more than 2 months to arrive. Did you get an "estimated delivery" date? You have 30 days from that last date to file a claim for NOT RECEIVED using the RESOLUTION CENTER link at the bottom of this here page.
If you missed that date and you paid from a PayPal account you can file a claim from there with their RESOLUTION CENTER under TOOLS.
FYI this is a message board for members so no one using it will know anything about your item but at least now you know what to do about it.
