You need to contact your seller, contact link should be with your order. You do not post your order details here. These are public buyer and seller forums -- eBay staff do not read them and it's unlikely your Hong Kong seller does either.
Stuff from Hong Kong is slow these days (4-6 weeks is not unusual). What delivery date range does your order show?
If it is past the last estimated delivery date, then you can open an Item-Not-Received (INR) claim in the 30 days after that date on eBay.
If it is longer than that you have to make the INR claim via paypal (up to 180 days after purchase).

As the other person explained, you have lots of time. You bought that on Nov 9th. If you paid right away your seller has a 1-day handling time, meaning they mailed it on the 10th. There is a delivery ESTIMATE of up to 36 BUSINESS days. Business days means Monday-Friday (so just over 7 weeks), and an estimate is not a guarantee. So you are well within the timeframe for delivery.
Once that LAST date of delivery has passed, you have a further 30 days to file a claim on eBay.
Mail from Asia is always slow but this time of year especially. If you look at your listing you will see there is nothing to worry about yet:
