why i get charged ebay fee when i sold some items but customers didnt pay for it, i still got charged 10-15% of total, not once but all the time

That happens because you did not offer a Mutual Cancellation with the person who won or bought, nor did you file an Unpaid Item dispute against the non-payer. A seller is required to pay fees on what is sold, so as far as ebay knows of your transactions, they were paid for. As the link will show, after 4 days if a buyer has not paid, file the dispute. The buyer then has a further 4 days to pay and if he does not, - you close the dispute and get those fees back.

It is so important to familiarize yourself with all these things. There is a lot of reading necessary to sell on ebay, - it is not just a matter of listing items and waiting for loads of loot to roll in. People who do not pay or cancel their bids on you can be added to your list of Blocked Bidders - so they don't do it to you again:

You only have 45 days from purchase for the Unpaid Item Dispute, so do that today.
You should also add those non-paying bidders to your Blocked Bidder List, as suggested.
Also go to your Seller Preferences and Block bidders who have Unpaid Item Strikes.
You can also require that your bidders have an active Paypal account. If you are selling at Fixed Price, you can demand Immediate Payment. These options are set through your Seller Preferences too.
You cannot leave negative feedback for any buyer, but you can Respond to any feedback, yours or his. There is no deadline for Responses, but they are most effective if they are calm and factual.
