HST on top of EIS shipping charges?

I bought something used from the USA and it was shipped via Ebay International Shipping.  I can understand being charged HST on the value of the item (though used), but also being charged HST on the shipping cost just doesn't seem right.   I can maybe understand paying it on the portion that covers the cost of moving the item in Canada once it crosses the border, but not on the entire amount.  What gives, is this gouging correct?

The gst/hst is a service charge so it is on the full amount that you pay.  I've bought from non ebay stores that used couriers who charge tax on delivery.  In those cases I paid gst on the entire shipping charge so eBay is only doing what is required by Canada customs.  

GST is part of the Harmonized Sales Tax.

GST stands for Goods and SERVICES and services would include customs brokerage which is what eIS does for you. It is also a Seller Protection program, but that doesn't involve the buyer usually.

Your provincial sales tax may or may not have included services, it varied from province to province.
