I was stolen here at eBay Canada in $129.96...I can't get my money back, what should I do?

Hi everyone... I don't know if it was stupid or not, I bought a bike on eBay Canada in May 2021... The seller, which can be identified in the image, in June, more than 30 days after the purchase, without any explanation, he returned my money and obviously he didn't send the bike... However, there was a balance of US$129.96, referring to freight and Canadian customs, which was not returned to me... I've been trying for more than a month recover this amount from eBay... so far no solution... The seller says he made the refund as he should have, but only for the value of the product. I can't, via eBay Canada itself, get an answer... the last one, on June 24th, they said that in 48 there would be a resolution of the matter... until now, today, July 16th, no sign and no way to communicate...
In short, I probably won't recover my money (theft)... apparently neither seller "abcsales26" and eBay Canada are trustworthy... Think twice before buying from this seller and eBay Canada... my marathon to get my money back, plus the inconvenience of not receiving my item without any explanation after wait for more than 30 days... including because the seller has the product and is still advertising it available for sale... It's not fair that I suffered scam a $129,96.

When the seller refunded you, where did that money go...to your credit card, Paypal account or ??

It does appear that the seller used the gsp for some of their sold items, so if the gsp was used, the seller was responsible for refunding you for the item and the gsp is resposible for refunding the import fees and international shipping fees. So you should have received 2 separate payments, both should have gone to your original funding source.

 

Normally when a transaction is cancelled, that triggers the second refund amount although it generally takes a few days to receive. Since the sale had been more than 30 days, it's possible that the seller did not cancel the transaction properly and that the gsp isn't aware of the amount still owing. 

 

If you definitely did not receive that second amount and if you have a Facebook or Twitter account, contact customer service through a private message. They will need your ebay ID, ebay email address and date  and amount of transation.  Explain that you received a refund from the seller but not from the gsp  I'm assuming that it was a gsp transaction since you prepaid import fees.

I agree that the seller was using the Global Shipping Program. She never saw the $129.96 and is unaware of it.

Because she refunded you, she would no longer be involved in the transaction.

 

You have 30 days from the estimated last date for delivery to Dispute with eBay.

You have 180 days from payment to Dispute with Paypal.

 

I can't, via eBay Canada itself, get an answer..

Did you phone them? that was a mistake.

The phone clerks don't work for eBay (they are sub-contractors) and have to meet quotas. As a result not only are they limited in what they can do, but they want to get you off the phone as soon as possible.

Better is the 'chat' system which gives you a written record of what both you and the clerk said.

 

You should have time to open an actual Dispute in the Resolution Centre at the bottom of this page.

State that this is a Global Shipping Program dispute, and that you are seeking a partial refund. Ask for a GSP specialist.

This is robotic and no human communication is required. Which is a Good Thing.

 

The GSP usually is pretty good about refunds, particularly when they can see they never received the shipment from the seller. They don't argue much, since they have good insurance.

 

 

If you cannot open a Dispute, go to your Paypal account and open an Item Not Recieved Dispute. The PP Resolution Centre is under Activity at the top of you PP account page.

 

You may also be covered by the credit card you use to back your PP or that you used directly.

As has been mentioned already, this appears to be a sale where the seller used the Global Shipping Program to forward your item to Canada.  You don't tell us whether the seller sent you a request to cancel the sale or if there was any clue in their communication to you as to why they returned your money, but my understanding is that if they'd done it properly, the portion of the Global Shipping Program charges that made up the forwarding cost and the import charges should have been automatically returned to you.  Something went wrong and it sounds as though eBay may have no official record of your seller's refund to you.

 

Did you or the customer service reps ever use the magic words "global shipping program" when talking about this?  My gut feeling is that because nobody knew or communicated that this was a GSP issue, the customer service reps thought you may have been charged this amount by somebody unconnected with eBay.

 

How did you pay for the bicycle?  Did you go through PayPal?  Have you checked your PayPal account to see if there's a record of a reversal of the GSP charges?  Did you use a credit card for payment?  Have you checked your credit card statement online to see if there's a refund of the charges?

This looks like a GSP transaction... did you pay by PayPal? If so, try to look in your account. You should see 2 seperate charges... one for the seller, the other for Pitney Bowes. Open an Item Not Received for the Pitney transaction. Tell in the comments that this is a GSP (Global Shipping Program) transaction.

You have 30 days from the estimated delivery date to open an Item Not Received claim with eBay. By doing this, you are covered by their money back guarantee and are entitled to a full refund of your purchase, including all shipping costs and taxes that you paid (assuming you paid via eBay). If the buyer refuses to issue a full refund, eBay will step in and refund you.

 

Just curious if you followed this process and opened an item not received claim? Or had the 30 days already passed?
