Invalid Postal Code - Can not ship to address - Buyer can not complete payment

I purchased a tool from a seller in Quebec, Canada on ebay.ca. Ships World Wide. I live in BC, Canada. When I try to check out I get this message "Invalid Postal Code - Can not ship to address -  Buyer can not complete payment - Update your shipping address and try again." I request an invoice and select to send a copy to myself, neither the buyer or seller recieve the invoice request. I can only contact the seller through ebay messages. I phoned ebay, they checked all my settings and said the problem is not at my end and I need to check with the seller. I have asked the seller to contact ebay. Ebay won't contact the seller. I now have an item sitting in the cart for over 3 weeks now, constantly reminding me to pay.   We are both in Canada, how can this be so difficult for ebay to resolve?

That particular message comes up whenever there is a problem with the shipping calculator. It's quite possible that the seller has to resolve this and it has nothing to do with a postal code.  Is there a shipping cost on the invoice when you look at it? If there isn't a cost, the seller may have not set up their shipping properly. 

You said you already purchased the item so does that mean that you either clicked on buy it now and then committed to buy?  If that's the case, the seller should be able to send you an invoice without you requesting one.  If there is not a shipping cost on the invoice or listing, give them your postal code and they can go to the Canada Post website to figure out a shipping cost and then enter the amount on the invoice and send it to you.

If you clicked on buy it now or add to cart but couldn't get any further, than the purchase hasn't gone through yet.  Assuming that there is no shipping cost stated in the cart already, the seller needs to add in the correct shipping cost on the listing itself and you can click on buy it now again and pay.  If you send them your postal code they can figure out the exact cost on the Canada Post website.

If the seller is just ignoring you and the problem is that there is no shipping cost entered, then you might want to move on and purchase from someone else.

I got a quote from the seller before using Buy it Now. I have communicated with the seller since and he says he doesn't know why he can't send an invoice.
