The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
If this was an address on an email sent from eBay, it is probably an address that does not accept email. They don't usually communicate back and forth by email. You can try contacting them through the help and contact link at the top of most pages.

When a shipment is Undeliverable, eBay does not require the seller to refund anything.
You can use Messages to explain the problem to the buyer and ask them to correct the address they gave.
Although the customer cannot win a Not Received claim, they can still make a credit card chargeback, so get in touch with the customer and keep them sweet.
