The first thing you need to do is purchase a scale. If you're going to be dealing with smaller packages, a small food scale that measures in grams can work. It should cost you about $10, maybe $20.
If you can ship these safely while keeping them under 200g, you should be able to ship using Canada Post for under $10. You have to print the labels directly from eBay to get their Canada Post discounts. eBay has a service called Expedited Lite, it costs about $8 to most areas. They have a service for the USA called Tracked Packet that also costs about $8. Again, you have to keep the package below 200g to qualify for those rates.
If you are selling loose cartridges without boxes, I would weigh each cartridge and see how close it is to 200g. A size 0 bubble mailer with a label could weigh about 20g. So you have about 180g to play with. If you have the weight for it, I would consider tightly wrapping the game in a few layers of bubble wrap, or adding cardboard stiffeners.
If your packages are above 200g, either look into extra-small Canada Post Flat Rate boxes. These cost $16.99. Or find the smalles box that fits your cartridges and print the labels. Shipping to USA would still be Tracked Packet.
