I sold an item on the 11th of February and sent proper invoice right away. The next morning I got an email from buyer stating that I could ship this for $3.00 and why was I charging so much. I emailed the buyer back saying I could not ship for that price as item did not meet the 2 cms requirement that post office allows for Light Packet to US. Never heard from this buyer again. So on the 4th day I filed NPB. Tomorrow is deadline. Well she paid later this afternoon at the 11th hour almost.
In the meantime I have relisted the item and somebody else now has a bid on it. Now I am supposed to cancel that bid and ship this to this buyer that first complained about shipping costs. Then didn't pay. Then now screaming she wants the item.
I requested in a nice way to cancel the transaction as I had relisted this and somebody now has a bid on this but she said I filed NPB and now she has paid and she now expects to receive the item. I asked her what she would have done had she been in my shoes. This is the 5th one in about 2 weeks.
Any advice on how I should deal with this? I think no matter what I do here she will complain. I haven't ran into anybody difficult on here yet. Not to this extent.

This will probably go badly no matter what you do.
Cancel your open auction, cancelling your bidder's bid first.
When you ship the parcel to the paying bidder, use a Delivery Confirmed service. You are going to lose money on this, no matter what you do.
You can also use a service with faster shipping than your original choice. You are going to lose money. Can't be helped.
Give the buyer the invoice number on the shipping label and the date of shipping. This is an attempt to keep her mollified.
Chances are that you will get negative feedback from her no matter what you do, so don't apologize. Be calm and professional. Ignore rants.
If she heaves feedback mentioning the UID, it can be removed. If she leaves hysterical feedback it will look worse for her than you.

First Yes never relist until it is all done and over with ...
Second thing if your gonna list auction and not use Require immediate BUY NOW option you should give more time for buyers to pay (1 Week) 4 days although ebay's policy is not set in stone
Ebay should make it so that when buyer don't pay you can close case asap no waiting but that is unfortunatly not the reality of selling on ebay...
I would honor the sale and removie new listing because to me that is just the simpliest way ..
You cancel an already paid for item for a possibly a non paying bidder not a great idea...
Think of it this way. 1st buyer has now paid .. If you refund and cancel you will most likely get a negative feedback .. Now you have cancelled for a bid NOT a sale ...
So You tick one buyer off and get a neg and now you left with a bid aka a potential buyer and what happens if that buyer or bidder does not pay .. .YOU GET STUCK WITH A NEG ,2 Cancellations and NO SALES ..

As tempting as it is, one should never relist an item prior to the completion of the NPB process. The reason it's there is to give your buyer a last opportunity to pay.
Having said that, I wouldn't be surprised if your buyer has pulled this sort of stunt before and now they're a razor's edge away from losing their buyer privileges on eBay.
Give the buyer a refund and block them, but be prepared for justified negative feedback. It might go away if the buyer does, though.
