I have shipped an item internationally a few days ago via UPS and it has arrived at the buyer's country. UPS told me that they couldn't reach the buyer and request another contact phone number. I called UPS as well and it seems that they need the buyer's tax ID. I sent buyer a message to ask him to contact UPS and provide him with the UPS 's contact number in his country. He has not replied to either me or UPS and UPS now gave me a deadline to return my parcel.
What should I do in this case? I have done everything I can so should i be safe if he opened an INA case in the future.
This could be a Good Thing, if you are a little ethically challenged.
If UPS cannot deliver the shipment, it will eventually be returned to you as Undeliverable.
And eBay does not require sellers to refund a single penny on Undeliverable shipments.

Exclusions and special coverage when the buyer doesn't receive an item:
Items collected by a third party on behalf of the buyer - Not covered
The buyer arranged their own shipping method, such as a courier pickup - Not covered
The buyer provided an invalid or incorrect address at checkout
- Not covered
You might want to let the customer know about that policy. Politely.
