How would I go on and filter buyers who have 0/negative feedback then?

While you can Block bidders with negative feedback, they got those negs as sellers, not as buyers, so it is almost meaningless.

At one time you could Block bidders who did not have active Paypal accounts, but that option also became meaningless when eBay started welcoming 'guest buyers' who pay with credit cards, although the cards are still processed by PP.

What is the actual problem you think Blocking those buyers would be?

Most common is Non-Paying Bidders, who seem to be most common in Auction sales, possibly because they either have forgotten they ever bid by the time the auction finally ends, or because they bought a Fixed Price item when their 'purchase' did not go through.

The answer is to use Fixed Price/Immediate Payment required listings.
