I have a question regarding a recent sale. I sold an item in mid-March, and over two months later, the buyer claimed they never received it and is now requesting a refund. However, eBay’s policy allows buyers only 30 days to report that an item was not received.
The item was returned to me after being held by UPS for a month. I believe this occurred because the buyer either did not pay the required customs fees or failed to provide the necessary documentation after the purchase, resulting in the return.
Given these circumstances, what is the appropriate course of action regarding the buyer’s refund request?
When an item is Undeliverable , eBay does not require you to refund anything.
The time is irrelevant.
If the buyer opened a Claim, put the Tracking Number in there. Don't trust eBay to do this for you.

Most sellers will, out of the goodness of their hearts, refund the purchase price (only) when the item is returned.
Ethically you can't have both the item and the money, eh?

Keep in mind that the buyer also can do a chargeback to the credit card they actually paid with, and while eBay will back you on this (they don't like giving money back either), that's annoying.

The reason is not important but eBay gave us some boilerplate which may be useful, what with the Trump Tax on imports, to add to all your descriptions in future.
Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying
