ask for eBay refund or wait?

I have sold an item on December 14th. The buyer paid, but after a delay of 9 days, it said in Paypal that payment has been cancelled. ((btw, the byer asked after this to have more quantity and pay through Paypal directly to me, but I have said to pay first for this lot, a few days ago).

He never got back to me or paid for his goods since my last message to him (5 days ago).

 

should I now ask eBay to refund my fees? How to do it? or what else to do?

I just don't want to be too late for eBay to refund me the % they took from this sale I have never been paid for.
