eBay fees adding up to 75% of gross profit

I sold an item with a gross profit of $20.40. eBay charged 20.8% for whats supposed to be an 11% ad fee and 28.7% final value fee which I've heard is only supposed to be 13.5%. After shipping label and regional taxes eBay has taken over 75% of my gross profit. Why has eBay overcharged on ads and final value?

Are you calculating fees on the item price alone or the item price plus what buyer pays for shipping? 

Fees are based on item price and shipping, not the item price alone.

Yes I'm calculating it based on shipping and the item's full price. My problem is that eBay is charging a higher percentage than they said they would for ads and item value.

example: If item is $10, and buyer paid $12 shipping the total fees is 13.5% of $22 and 11% of $22. Look for 'View More details' and 'View' in the details column for a breakdown on how fees are calculated.

It charged 28.7% (eBay sales tax) and 20.8% (ad tax) of $20.40 instead of 13.5%. This is my problem.

Did you have a Promoted Listing option on this sale? Is that what you mean by " 20.8% (ad tax)"?

Yes as listed in the original statement I had a promotion set at 11% yet was charged 20.8% on it.
