paypal not accepting foreign delivery confirmation as proof of delivery

Hi guys, I came across a piece of info and want to run it by here to get confirmation

someone said that if I ship outside of Canada/US and the buyer claims he/she did not receive the item, then paypal will side with the buyer even if I have tracking and delivery confirmation. Apparently Paypal does not accept foreign delivery confirmation as proof of delivery. Could this be true? I have a buyer from Spain with good feedback wanting to buy from me but I don't want to get scammed. Is there increased risk to selling overseas?

I have never heard of paypal not accepting international delivery confirmations. Did that someone provide you with their source? Tell them to point you to where they got their information from.

You do not have to accept bids from anyone outside your shipping area if you don't feel comfortable doing it.
