The seller does not give a sufficient response to my question, so I want to ask a Buyer about their feedback to this Seller...Is this possible on eBay?

You can use Contact Seller (on the right side of any listing) to ask a question.
It does not have to deal with the item in the listing.
The seller can answer your question or not.
Which is an answer in itself.

I don't think he's asking about the seller, I think he wants to ask a specific buyer perhaps more details why they left feedback.
Back in the day you did used to be able to see some info on other users, I recall users e-mailing me when I was bidding warning me about a seller that he was a crook etc. These days eBay puts asterisks on the usernames and no longer links to the user profile.
Now I remember as a seller within oh, the last 5 years, I was able to contact a seller who had the same customer as me, since I looked up her feedback history and sent him a question regarding the customer, but I'm not sure if even that is doable anymore.
eBay has tightened privacy controls even more in the last few years.

In a nutshell no, as the other responses stated.
"Privacy" is used to "isolate' the Buyers from each other to eBays advantage only.
There was a time when members could freely ask each other questions or make off-site deals, not to eBays advantage...
As we all are on eBay they decide unanimously for everyone, and why Shopify is becoming a better way to do business...
