I am attempting to list a shirt, using a shirt I listed 2 days ago as a similar.
When it's all ready to list and I attempt it, it says my description as cookies issues. What does this mean and what do I do about it ?

That's a new one. Can you copy and paste the specific error message that you see? Or do a screenshot?

I phoned in to eBay help line, and stumped the guy on the issue.
He promised to call me back after consultation with his peers.
Low and behold, about 10 minutes later the phone rang !
He said that It seems that the cookie thing was my use of B.C. in substitute for British Columbia.
Apparently that short form for this Canadian province was whelming to cookiedom.
He said to I switched it to the long form and...Tada ! It listed.
Oddly, out of habit, I have used B.C. since this without any cookies crumbling.
Perhaps they changed it at eBay, I'm not knowing.
