I am selling an expensive 18k gold neklace. Can I refuse to sell to a buyer with no, negative or insignificant feedback ? Can I state in my listing that I reserve the right to refuse a buyer ?

Description display shrinked to one column ?

Recently I have been unable to view some adds normally, more specificaly the text in the description area of the screen. All that is normally screen wide is now reduced to one column on the left side of the description area ???

My bidder his registered (eBay/Paypal) in Belgium. He is a member of the US army and works at the US embassy. Since I clearly indicated in my add that I would only ship to registered bidder/address in the USA or Canada, this potential buyer is asking...
