Am I able to create a discount for aselected item that would take off $

Hello
Since my calculated shipping costs are so high, am I able to select certain items
that I have a larger profit margin and say "take off $2.00 from the calculated shipping"
as a shipping rule?
Then select which items I would like that done to.. NOT to all my listings?
I went to help section and got this and couldnt find 2 features it mentioned
"To create a combined shipping discount rule with a profile name:
Click My eBay at the top of most eBay pages. You may need to sign in.
Place your pointer over the Account tab and select Site Preferences.
Click the Show link to the right of the Shipping Preferences section.
Click the Create or Edit link under the shipping discount rules to add rules or make changes

I was thinking I might be able to do what I am thinking... under those features.. but they
are not available anymore?
