I won an item for $150 and I received a private message from the seller saying there was a mistake in the price and that the actually starting of the price is $200. I don't agree with changing the price after someone has one it, I am not paying more then what I agree to. How do I get this item off my account?

Two options are available.
(1) You get the seller to submit a mutual cancelation request and you accept it.
(2) You pay the originally sold for amount and if you do not receive the item you open an item not received dispute.
You will then be able to leave appropriate feedback.
The system is explained here
http://pages.ebay.ca/help/buy/item-not-received.html
The resolution centre is here

The seller is responsible for the accuracy of his descriptions. His problem is not yours.
But he is unlikely to ship for the amount you paid.
I guess $50 is more important to him than selling on eBay.
Whether you pay and are refunded or agree to a Mutual Cancellation, you will be able to leave feedback.
The most effective feedback is calm and factual. "Refused to sell for closing bid.' pretty well covers it.
At the same time you will be asked to leave Detailed Seller Ratings. The usual rating for a friendly transaction is Five Stars. The lowest rating is ONE STAR, (No stars is a free ride). I would be leaving ONE star for Communication and for Description. Since he refused to ship you cannot easily assess the two shipping ratings.
If a seller's DSRs drop below 4.3 he will find it harder to list or sell on eBay. Too low and he will be removed from the site.
