Can the suspending be only on selling?

I had a seller account. Then I got a letter - you do not meet the spirit  of Ebay . Your account is limited with no right of recovery and you    are not a member of Ebay. After this , I continue to buy on             Ebay without restrictions . Account status - active,  but I can not to sell . could be salesuspending only on selling ?

Hi.. Thats sounds like an oddly worded suspension letter. Was it in your myebay. Yes, selling privileges can be suspended but the letter should have indicated that you can continue to buy.  I see only 1 neg.

YES  eBay will suspend some one from selling but continue to allow them to buy.
