A seller is asking me for a positive feedback before he/she gives me a refund.
But I insisted to get a refund before I leave positive feedback.
So I suggested, how about you give me half refund first, then I leave positive feedback, and then you can refund me the rest when done.
But I was wondering if that's even possible? Two partial refunds on one item?

A seller could, in theory, issue you ten refunds for one dollar each if they wanted on any item they sold to you. I don't think paypal makes it a stipulation not to do that. (I have in the past issued two partial refunds for shipping overcharges as a result of ebay miscalculations.)
To me, however, there is a more important issue at hand: what went wrong with this transaction to bring you and the seller to a place where they is a dispute over refunds and feedback?
Both of you have rules to follow in terms of what you may ask the other to do. Tread carefully. There are policies in place that might render any feedback you leave moot if you have crossed policy to gain it. Same goes for the seller.
If you can provide community members more specifics information about this, you will find better advice. Be certain not to identify the seller, though; we are not allowed to do that here. I don't want to make assumptions from what I can see by your Feedback Left for Others.

Yes, seller can send partial refunds.

FWIW- you can add a Response to feedback indefinitely. And Responses are not required to be positive.
It sounds as if you are at an impasse. The seller is actually violating his agreement by demanding positive feedback for the refund.
Have you opened a Dispute? You have 45 days to do so after purchase.
The first step is to contact the seller. You've done that so go on to the second step.
If the seller does not refund, Paypal will, and go after him for the money. You will have to return the item to get the refund, and return with Confirmation of Delivery.
If more than that have passed,you can go to the credit card you actually paid with (PP is just a mediator) phone the 1-800 number and open a chargeback. If you go this route have all your paperwork (dates, currency, transaction numbers) handy for the clerk to process your refund.
Don't delay in any case. Credits cards do have deadlines, although they are longer than the 45 days allowed by PP and eBay.
