I have some USD in my Paypal account, and some CAD in my Bank account(Canadian bank). I don't have enough in either account to make the purchase I am trying to make, I need to combine them to have enough. As i have been trying to purchase this item, it has repeatedly shown the warning "Return to Merchant and try again" Would this be because of a difference in currencies?
I also don't want to switch currencies unless I know for sure that I have to, to avoid exchange fees eating up my money.
Should I just transfer all money required to my paypal account?

None of the above.
For your fastest payment and greatest protection, add a credit card to your Paypal account.
Now you can pay the seller instantly (bank accounts issue an 'e-cheque' which takes up to 10 days to clear before the seller will ship) and pay the card off at you leisure.
In addition, unlike a PP balance, a credit card gives you a second level of Buyer Protection with their chargeback service.
